The House 'Steering' committee is more about the members of the Dem caucus than voters

...and achieving consensus on legislation.

Democrats voting apparently felt more comfortable dealing with seventy-four year old Rep. Connolly when discussing bills advancing to the floor than they did with AOC.

Many Democrats have known and worked with Connolly for decades and might have felt the more junior representative may become a lightning rod for controversy in a process that requires building consensus among elected members of the House. Or they just felt Connolly knows more about that job than the younger, less experienced member.

I saw at least one prominent blogger representing the choice as an affront to young voters, and I think that's absurd, given that very few will know or have any interest in what occurs in congressional committees, much less the intracacies of appealing to hundreds of elected Democrats at once.
