So Musk got the China restrictions lifted during the government shutdown drama?

Am I understanding correctly? In the first draft there were restrictions on doing business in China, but the bill that passed did not have these restrictions which would have hurt Elons business interests.
If this is is the bottom line then there was only one winner.
I am disappointed we couldn’t follow the money behind the smokescreen.
