Gov. Tim Walz faced federal scrutiny after pardoning Vang of his crimes in June, in which Homeland Security said the pardon would prevent Vang from being deported. Vang was previously convicted of first-degree criminal sexual conduct in 2006 for repeatedly assaulting a 10-year-old girl.
The Board of Pardons, which consists of the governor, attorney general and chief justice, all voted on June 10 to pardon Vang.

One of the letters even came from the girl who was victimized by Vang, writing to the Board of Pardons: "What happened to me was wrong, but I have had many years to think about this. I have made my peace with it. I forgive him... He is not the same person now."
"When I was 18, I began sexually abusing a young victim. What I did was wrong. It was a serious crime. She was a child," Vang told the Board of Pardons, adding later that "if I am sent away, we lose everything. My children will lose their home, and they will lose their education. They will grow up without a father."
Vang was born in a refugee camp in northern Thailand after his parents left Laos during the Vietnam War. In a letter to the court, Vang's uncle said his nephew had no relatives left in Laos.
"It would be a grave miscarriage of justice and a deeply human tragedy if he were removed from the only home he has ever known," his uncle wrote.
