I want to attach a 11"x17" photo (on photo paper) to a piece of foam core. What adhesive can I use to not ruin the photo.

Check with the shop, they make a "repositionable" spray mount that gives you the chance to redo if you screw it up.
Practice helps. I often use blue painters tape along one edge to hold the work in place so that when I lay it down on the backing I know it will be where I want it.
It helps to avoid trying to drop it all down at once; to avoid ripples and folds, it's better to roll it out starting along one edge.
There's probably a good youtube on how to do it.
