1. What are the chances for passing by 2/3 in the Legislature and the Senate;
2. Will Gov Brown sign it into law?

society as a whole pays for it. It's paid for in high credit card interest rates. It's paid for by people who do not get paid due to others' bankruptcy. It gets paid for by patients who can pay their bills. It's paid for by current taxes.
So therefore anything that improves efficiency, lowers overall costs.
Republicans like to think that lowering taxes is good, but if that drop is offset by higher costs in other areas, they ignore that. It's like David Copperfield is a Republican Economist.

They're still trying to get us to believe that BS theory.
