It's a strange looking building with carpet hanging off the wall!
Or maybe . . . it's a photo of a door!

Looks like a sliding door to me. There's a hook-and-eye latch above the handle and a gap to the left. There's also a gap at the bottom. The carpet remnant seems to be tacked to the door but not to the aluminum siding.

it opened outwards, the only part that moves is the part with the oversized handle...
You are correct that there is not he slightest attempt at a bottom seal...
Oh and that is Asbestos Siding
