You can also opt for “pay-by-plate,” where a credit card linked to your license plate is automatically charged when you pass through a video toll or where your license plate is photographed and the bill is sent in the mail.
Starting Dec. 1, 2022 customers will be responsible for the full amounts of their tolls and civil penalties, which will be due based on the printed due dates listed on the notice. You can pay outstanding toll balances, view new fee charges or register for an EZ Pass online at https://driveezmd.com/.

2. I don't think any EZ Pass State has maintanence charges.

I've been using it for years in Maine. The only problem is remembering to bring the transponder when I leave the house. I have 2 vehicles and, as usual, it's always in the wrong vehicle.
