Federal judge rejects class action certification in St. Louis workhouse lawsuit

JEFFERSON CITY — A federal judge has denied a bid by ArchCity Defenders for class action certification in a lawsuit against St. Louis for allegedly violating the constitutional rights of inmates at the city’s Medium Security Institution known as the workhouse.

In an order issued Monday, U.S. District Judge Audrey G. Fleissig sided with the city of St. Louis, whose lawyers opposed a motion by ArchCity Defenders, a local legal advocacy group, to certify four classes in the lawsuit.

The order represents another blow for ArchCity in its legal fight against the workhouse. It follows a separate decision issued Dec. 6 denying ArchCity’s bid to add plaintiffs to the lawsuit, which followed an October order rejecting injunctive and declaratory relief for the plaintiffs.

Fleissig on Monday said plaintiffs sought to establish four plaintiff classes in the lawsuit.
