Court ruling on 3rd party acess to PA voting machines

I think this is a positive development. From RawStory:

In a 6-1 ruling Tuesday, a Pennsylvania court said the secretary of state can mandate the decertification of any voting machines that were examined by third parties.
The court said the Department of State cannot only mandate that the machines be blocked from "unauthorized third-party access," but it can also force counties to pay for new machines if they allow a third party to examine them The Associated Press reported.

The only caveat I see is the word "can" instead of "must", so a nazi SOS could refuse to remove machines that have been compromised by other nazis.

...there should be clear language forbidding any access, clearly spelling out that authorization of access does not exist, and any third party access will be heavily prosecuted and result in the mandated immediate destruction of the accessed machines.

Edit to add: It should also be made clear that these rules only apply to machines that incorporate non-open source programming, and that third party access to any machines using read-only open-source programming must always remain accessible to any third party at any time.
