What is that question on our South Carolina ballot about the one about?

They have to be a US citizen and state resident and registered to vote? But my understanding is that the constitution of the state already says that so can anybody enlighten me? What is that about?

They are trying to point out that some non-citizens in other states may be voting, and that this might be legalized if the Dems win the White House.
In other words, meaningless crap.
