Amtrak just put their USA rail pass on sale

Regular price is $499, until Jan 20 the price is $250. Restrictions apply. https://www.amtrak.com/tickets/departure-rail-pass.html

I've traveled on a pass before and I find it a fun and very budget friendly way to travel. And at 50% off, it's a steal.

Or are they trying to make up for the decrease in foreign tourists, and an uncertain (and probably tanking) US economy?

Amtrak usually puts it on sale mid January, at least the last few years I've paid attention. The best sale I remember was 2021 during the pandemic, and the price was $299. $250 is the lowest price I have seen, so your explanation is possible. They may be trying to fill up coach travel from now until mid May (the end of pass validity).
