Since River Valley began hosting the syringe program in 2021, it has registered hundreds of additional participants and a total of nearly 2,200 people from across five states. Last year, more than 2,400 Narcan prescriptions were distributed that saved over 1,400 people after overdosing.

"Being able to be outside the health department allowed us to be more accessible," Jarvis said. "A lot feel the health department is somehow a setup."
