I dont know but believe that it would be a part of the continuing resolution.

Both my dad and I use the VA healthcare system, my dad (81yo) more then me. This is info I should know.

the same as non-VA? My primary care doctor is VA, but all of my specialists are non-VA

I was given the option of the Choice Program or waiting for a VA primary Dr. (6 plus months wait). I chose Choice and my primary Dr. is not affiliated with the VA, but they bill the VA.
