Closest I could guess is red-breasted sapsucker, mainly because we have lots of woodpeckers here, and that's a pointed beak. Sierra Nevada foothills.
Low sun.

But from the second picture it looks like it could be.

All new birds there to me. Roadrunner was very people tolerant if I stood still.
