....to the last 40 years of warnings fom climate scientists?

People are actually talking about rebuilding in the same high risk areas instead of talking about how to reduce the risk by ending big oil. There doesn't seem to be ANY discussion about that at all.

...so I don't understand why they're silent about holding the companies that cause these disasters accountable for causing them.

This makes every house more expensive to insure, no matter the local threats.

At a higher scale of premiums of course, there's more to skim.
