Kushner and Witkoff over and above all their conflicts of interest could never accept a peace deal without waiting on whoever is at the top of the chain of command to approve of it first.

As it is, this is all just for show because if *rump doesn't have ultimate authority, they don't either.

As Jen said, they both have their own goals in the Middle East, and, as you said, neither of them have ultimate approval.
