censorship power is one of the most important and lethal kinds there is, and it doesn't matter who has it; and it will like any other power corrupt anyone who holds it. The best check-and-balance on it is to forego building the apparatuses for censorship (since those can change hands and/or even if they don't, corrupt those who retain control over them), break up informational monopolies, and bear with the risks and annoyances of a free marketplace of ideas, because free speech is still the worst system ever invented, except for all the others.
