59. Well it is like a democracy. Everyone has to agree to practice it or it won't work.

With a percentage of the country too far gone into greed and power to care about democracy, it becomes nonviable as a societal model. Yet, those who are at the top of this model will fight to keep it until the bitter end because doing otherwise would remove their power and stop their greed.

And, we seen to be fine with that, I guess.
