Not many people want to rent them. I used to rent lots of vehicles as I often traveled for business. I rented a Hertz Tesla last year on a personal trip and I intend to buy an EV but not a Tesla after renting one. But if they offered a rental price they gave me last time (half the price of a compact with fuel ending up at half the cost of the compact's cost with the same driven miles, I'd do it again. Last month's Hertz rental place didn't offer them.

Unless you have already driven one, renting a Tesla is a bad idea. It's like renting a jet when you have always flown prop planes. Too different to learn in a strange city because it's too different from other cars.
