6. Which comes first, the "makings" or the "concept" of a plan?

In other words, if we now have the "makings" of a plan, do we now move on to coming up with a "concept" for a plan. That is important because in the first case, it will be 4 weeks to end the war. But if "makings" comes after concept, then the war will be over in 2 weeks.
