Seems at the very least, flight plans on file so traffic controllers know what they are and can prevent mid air collisions.

Manned but no transponders, no flight plans filed seems like they might be a threat.

I am not paranoid, but I AM a long time sky watcher and have seen some odd things, including jet fighters scrambled from Point Mugu Navel Air Station and being teased by something doing what those throttle jockies could not do, along with a neighbor who worked at that station doing telemetry with satilittes. His shift was normally 6 AM - 2 PM and he was dragging it home after 10 PM the night I watched whatever it was dancing circles around the fighter pilots that night. Neighbor said it had been going on all damned day.
