That was for their counter proposal to what they knew Trump would offer Zelenskyy as directed by his Russian handlers. Germany recently announced they were building up their military to be ready for a Russian invasion in two years.

So maybe that's an indictor that despite their claimed planning, they're not exactly ready yet.
