I do know that the Park Service (or whoever maintains it) has had difficulties keeping it in a proper state of repair. The concrete sides and bottom often crack and water leaks into the ground. I have seen pictures online (way pre-Trump) that show occasional "blooms" of something when the weather and local plant life get together and have a baby.
