4. It's local conservative school districts that are banning books from school libraries

Maybe some of it happens in local public libraries. But it's usually the result of local, conservative politics and overzealous religious nuts. I'm skeptical that states are banning books, however some states may be circulating lists of books that could be considered "troublesome" by local school districts.
