I think the assertion is questionable.

Reagan's cold war policies certainly contributed (while also undermining our own economy), but I see dissident movements like those in Poland and the former Czechoslovakia as huge factors along with the corrupt and aging Kremlin leadership. Also, when the USSR finally fell, the CIA and Bush administration were completely taken by surprise.
