3. I'll still avoid the crowds at the Tidal Basin because of COVID

it's fun to drive past it, but for walking about it's better to go to the various parks and neighborhoods that have cherry trees. The Arboretum is great, the Japanese-American memorial, Potomac Park, Stanton Park, Dumbarton Oaks, and Kenwood are also good choices.
