it is a year round activity. Birthdays, weddings, funerals, any and all reasons to get drunk and make as much noise as possible despite the fact that a permit is required. The only problem is nobody gets the permit because the sheriff dept. refuses to enforce the law due to lack of enough deputies. And so it goes.
