8. My understanding is that anyone can take out papers

When I was on the local central committee we would occasionally have candidates no one had ever heard of take out papers. But they would often fail in either getting signatures or some other aspect. I think the central committee can do some vetting at their next meeting. The ones that happened in my county never lasted until the next meeting.

There are 2 other candidates that seem to be pretty strong so I am guessing he won't last long.
