The question is really why are people homeless in the first place? People are homeless because they think they are addicted to opiates. Vape cartridges and THC is laced with Fentanyl. The first step is to create a massive advertising and educational campaign to eliminate drug use. Addiction can now be treated with new medications and we can create Medical Centers to treat opiates as a medical condition. Move the tents to a place that is away from the city as a temporary solution or they just put new ones up. The Tents help protect us all from the covid variants.
