1. Honestly that's how I see most school systems work.

Elementary and middle schools will do blended, maybe with options for full time for more essential workers, and options for 100% distance learning for parents/scholars uncomfortable about going back to physical school. High school will be majority online, maybe with some face-to-face education for more practical subjects. I don't know where Covid leaves community college's vocational programs (it's hard to do these things 100% online) though for those going to community college to go to a four year school can spend the semester doing the stuff that can be done online this semester.
