Permanent residence elsewhere she would be obliged to update her auto info to reflect that. She should continue to pay taxes and keep her registration in Wisconsin until then.

I worked as a traveling health care provider for many years and followed this rule, keeping my permanent residence for the entirety of my life, so far.
