he anticipated that he'd be fired over the incident and had already prepared his resignation to preempt any disciplinary action (firing) by the municipality. Hopefully, he'll be subjected to a civil rights investigation/prosecution and incur significant legal expenses and fines. An absolute disgrace - good riddance!
