people, eh? And this being dropped to procedural issues instead of costs seems rather designed specifically to reduce the rolls of eligible Ohio residents from being covered, thus helping the state ensure that its residents and workers are healthy, what's wrong w/ this? Don't you want your own people to be healthy?
