Bill seeks to improve ferry reliability with a work group

1. It's the job.

A job on the ferry used to be a decent gig. I knew people who worked as deck hands and liked it pretty well. They had decent pay, opportunities for training and advancement, the usual stuff that makes up a good job. Most of that is gone or severely diminished, according to my sources. Gotta bring it back or the decline will continue.
