The location, alone, makes it ideal for conducting all sort of illegal activities, along the West-Coast, above the 48th parallel!

Finding the most likely benefactor requires only to ask: "Which Crime Organization has the biggest BALLS, to pull this off?",

The Chinese Triad isn't that stupid! As for the Mexican Cartel, it would be too visible!

So, we are left with only the Ruska Mafia, who has both the BALLS and the Notorious Reputation to go with it.

Judging by the scale of the project, you can bet on "it" to be a HUGE BOOST to their Illegal Activities.
