I don't know anything beyond what is in the article so I can't speculate as to whether the mother was also to blame. It was a tragic accident and there will be a lot of doubts and suffering to go around. I'm also wondering as to whether the 15-year-old was aware of the baby? There's a lot missing from this article which leads to speculation.
