2. Does this mean that employers can still be fined the $14,000 per violation ?

That would put the unions in a great bargaining position to agree on a vaccination requirement only in exchange for other contract changes, including increased compensation.

If the company doesn't agree, the government will fine them $14K per worker under OSHA
