There have been no elections since his term expired. He governs by decree now. Hamas in Gaza was never elected, in 2006 they won a parliamentary election by a plurality, not a majority, but regardless that didn't give them anywhere near the authority to take over Gaza. So absent elections, there is no one on the Paleatinian side to negotiate with.

Eta what's going on lately is an attempt by Hamas to take over the WB, they have has some success in Jenin.

Nothing will move forward until Abbas dies, and then we will see who will control Fatah and the PA.
