1. How does this even make grammatic sense?

Obviously, no one connected to this Amnesty statement ever bothered to look up the legal definition of apartheid given in the Rome Statute by International Criminal Court (https://www.ohchr.org/en/instruments-mechanisms/instruments/rome-statute-international-criminal-court , Article 7, Paragraph 2 (h)), or the internationally recognized definition of apartheid contained in UNGA's International Convention on the Suppression and Punishment of the Crime of Apartheid (https://treaties.un.org/doc/Treaties/1976/07/19760718%2003-04%20AM/Ch_IV_7p.pdf , Article 2, Page 7),

Were anyone at Amnesty curious enough about these authoritative sources, they may have even learned that both of these sources make a clear and deliberate distinction between apartheid and racial, or any other kind of, discrimination.

And were they a bit less zealous in making themselves sound as ominous as possible, they may have even taken a bit more time to compose their accusation in a less grammatically awkward manner.
