1. This is very common. It's an intentional tactic by many charter schools to get funding.

Bring the kids in, get the money for them, then suspend or expel them so they don't bring down test scores and the school can say, "Look! We're great!"

Though, even with this dirty dealing, the vast majority don't outperform public schools, who DO incorporate children with disabilities into their scoring.
