1. It seems like the show wanted to offer a continuing story rather than standalone episodes.

With the exception some two part episodes, TNG was filled largely with standalone episodes which were mostly independent of events in previous episodes. From this editorial/review, it seems like this series wanted to be more of a continuing drama with each episode relying on events from the previous episode to further its story. Seems like the creators and writers thought the best way to do that was to shake up the Star Trek universe and ethos which this guy hated. He wanted the show to fit into the idealistic box housing TNG and this show clearly isn't it, for better or worse.

For the record, I have not watched any episodes of Picard and this video told me far more about the show than I knew of beforehand. I'm not sure if I want to watch it now given how it seems gimmicky. I don't have any problems with the new direction or tone of the universe/story in the show, although he is spot on about the ridiculousness of incorporating early 21st century slang into the writing. I have seen a trailer for the second season and given the events in it, maybe the show will try to fix these mistakes as he sees them.
