A lot of characters in cop shows and movies are two-dimensional: you only see them when they're being cops. So the shows and movies are about cops being cops, period. These characters have personal lives, warts, problems, quirks, faults, rivalries, friendships, families, and everything else that makes them "human." And there are ongoing in-jokes and references. So, after watching the show for a while, you're not just watching a cop show, you're watching a group of believable, three-dimensional characters that you know and like, going about their work and their personal lives.
