Building a new home, have sketched floor plan [View all]

Took it to a builder to to the blueprints but we're being charged a considerable sum for "CAD Plan Cost" in addition to 16+ hours. This is for a one-story, 2-bedroom home.

Is the CAD plan cost now a standard charge? I cannot find any mention of it online anywhere.
