Is it to make us aware there is now new and awesome bullets to rip into people?

Bullets that fragment are much safer as self-defense ammo because they don't tend to overpenetrate, meaning they won't go completely through their intended targets (or through walls, etc.) and strike innocent bystanders. This is why all police use some kind of hollow-point expanding bullet. This is merely an extension of that principle.
