Pls settle an argument for me [View all]

I say that if a person in a state with tough restrictive gun laws takes a gun to a gun store (for cleaning), the gun store owner can seize the gun and turn in the person to law authorities. seems to me there is a law or policy to that effect but I cannot find it. thanks.
