Is not an open carry measure, rather it is an initiative that seeks to severely restrict ammunition sales by requiring background checks (for a fee of course), requiring ammunition sellers to have a special license to sell (for a fee of course) and prohibits internet sales as well as prohibiting importation of ammunition from out of state.

Gavin Nuisance is doing this as part political theatre, and part fundraising for his expected Gubernatorial run in 2018. Any money left over from fundraising for this initiative can go to his campaign finance before he actually allowed to raise money for it.

Even if this measure is approved by the voters, expect it to get struck down PDQ by the courts. It is akin to restricting the freedom of the press by limiting access to printer's ink.
