In Texas, one can carry in a public accomodation which serves alcohol, but the person carrying cannot drink.

I think the better approach to quashing mass murders at restaurants, bars or any other crowded venue is to approach the danger in the same manner as teaching the Heimlich Maneuver or CPR:. Train enough people in taking down an attacker that in any given location there are enough folks to respond to a threat. Most will not train in any of the current or proposed procedures, but you only need a small number. LEOs and those in the military are trained to respond to a threat by running toward it, not away from it. Certainly, this is dangerous, and injuries are likely. But even a handful of people pitching furniture, bottles -- yes, and cans of beans -- accompanied by a full-on charge, can overwhelm an assailant. Something to consider when calls for proposals are made.

NOTE: No mention of firearms was uttered in the making of this proposal.
