A broken window should not be ignored.
The way broken windows policing should work:

It should not lead to jail.
The person breaking the window should be required to pay for having the window fixed, and to apologize to the person whose window was broken.

The person whose window was broken should have it fixed and verify that the costs were paid to them, and also accept the apology.

If the people breaking the window were kids playing a game, they should all share the cost and make the apology. They should also apologize to their parents.

The idea is to inculcate responsibility and communication.

I don't much care about urination in an alley, public drinking or dice games.
