1. Need to keep the batters in the box. They step out after every pitch.

That alone will speed up the game. Batters didn't used to step out unless they were brushed back. When the pitcher has the ball, the batter must be set. it is as simple as that. If not, the pitcher throws anyway. Damn well bet there will be less stepping out of the box.
