2. Perhaps In A Single Season?

Maybe because of all the replacement players, every team must keep on their roster, and are being brought in to play, all the #'s have been used in a single season. Just a guess.

Some #'s are more common than others. Generally players use lower #'s. I'm guessing #'s like 58 don't have a lot of takers under normal circumstances.
